Congress leaders Harshwardhan Sapkal and Varsha Gaikwad have strongly criticized the decision to award Bhagat Singh Koshyari the Padma Bhushan. They stated that Koshyari insulted constitutional offices and the people of Maharashtra during his tenure. Gaikwad further alleged that Koshyari had previously disrespected revered figures like Chhatrapati Shivaji Maharaj and Mahatma Jyotiba Phule.
